This was fairly easy when I was training my dwellers, as I had a bunch of dwellers in training rooms with endurance gear on I could drag to storage rooms then back, but now that my vault and its dwellers are maxed I skip these objectives if they just offer caps. If you have 100 dwellers that are all in their "right" rooms, then you would have to get more dwellers to be able to complete the objective. Any dwellers that are already in their "right" room when you get the objective cannot be used to complete the objective. Even with high charisma for the living quarters or a matching high stat for the training room it displays a yellow border and does not count towards the objective. Training rooms and living quarters cannot be the "right" room regardless of the stats of the dweller.
If it is not the "right" room it will have a yellow outline. You can identify when they are being put in a correct room when dragging them to it as the room will have a green outline. If they have multiple stats that are tied for highest, any room that takes that stat will be their "right" room. To clarify, the "right" room for a dweller is a room that matches that stat of their highest stat. Other people have answered the first two, so I'll just answer the third.
